fire protection is expensive to keep up.
stagnant water can have lots of issues. bacterial fouling. corrosion plugging lines
valves sticking. to treat the water, cycle the water. test valves,
costs a lot of money. if you are pinching pennies, why spend money on something that will
probably never be needed. (the mindset of greedy managment)
